Just make sure the black and red flow switch wires are in the two middle holes and fully seated. I would not obsess over not feeling suction through the footwell suctions. They only feed the main pumps. If you have good jet action, they are OK. The circ pump draws water through the filter. It sounds like you've found the circ pump to be OK and the flow switch closing as it should. In order to troubleshoot the board, you could remove the flow switch wires from the connector, put the connector with the sensor wires back on the board, power up the spa, take a small thin jumper wire and jumper across the two flow switch connection points AFTER the circ pump is moving water. If you still have a FLO error code with the jumper in place, your board is bad.
