I just today came across the exact same problem. Killed power, waited, powered back on, same thing - solid FLO error, no control over anything. I removed and cleaned the filter, added some cold well water, reinstalled the filter but still had the error.
However, after a few moments, all was fine - the cold water dropped the temperature, I guess, and got things moving. Once the requested temp was reached, the FLO came back and, again, no control panel responses. Sounds mostly like logic on the board to me but I'll put a new switch in first, then the circ pump and go from there.
