It Depends.
You would be allowed to use it in the interior of a single family house as long as it has an outer covering over all the conductors, and the city, town etc. was following the 2005 NEC. Earlier versions did not allow it. Best to ask your local inspector. They are very helpful when you ask a specfic question.
