Excess ozone gas?

We purchased a new Sundance Cameo in December. Our first hot tub. Love it, however, the water has developed a fizz and smells "chemically" - the dealer says it apparently has an overload of chemicals and has developed an excess of ozone gas.

We were told to only add Bromine tablets (2/week) and a capful of DuraChlor which we have done. I check the levels every week with the test strips and have occasionally had to add Ph up. And a little bit of anti-foam every now and then.

This also happened in March and we had to change the water. Now about 8 weeks later, it is happening for the 2nd time. What are we doing wrong?

In addition, the filter looks like it has "sunk in" on one side. How would that happen?

Thanks for helping a newbie out. Trying to learn the proper procedures.
