Loosen the drawstring at the bottom of the pack, lift the vinyl up at least half way, separate the two halves of the Hydromate and remove the motor/pump. You'll have to look in or open the pump to look for debris jamming the pump. If nothing is jamming the pump, do typical motor checks (free moving shaft, pump leak, power tests, etc.). If you are unfamiliar with this, you are better off taking it to a motor shop.
