Like you, I always keep a couple of sets of filters (mainly so the tub is not down while I'm waiting on the filters to be clean). By rotating my filters in this manner, I can get approximately two years out of the two sets. So I guess if we do the math, we're averaging one year or so per set. In addition, I recommend to my customers that they spread a few pleats of the filter with their thumbs (not too hard) after the filter is clean to see if the filter material is starting to disintegrate or crack. If so, get rid of the filter. The reason you want to check for this down inside the pleat is that this is the area of the filter that really traps the debris. If it is cracking down in there, your filtering ability is compromised.
As for cleaning, if the Cascade works, great. I have always preferred the method that Jacuzzi recommended through the 80's and 90's. Namely, I use TSP (as has been discussed here before). I prefer the TSP solution over the commercial degreasers as it seems to do a great job at cleaning the pores of the filter and it does it at much less cost. I know Cascade is inexpensive compared to commercial filter cleaners, so as long as the filter pores are being cleaned you'll be fine.
