Uh, no. That's not the way it works. Both filters only feed pump #1. Pump #2, which is always working fine, draws solely from the footwell suction fittings and not through the filters. The filters are the problem. Replace them or clean them thoroughly. A lot of these commercial filter cleaning solutions are nothing more than degreasers that may not do a thorough job at cleaning the pores of the filter cartridges.
