Problem with Marquis Reward

I have a two year old Marquis Reward Silver Anniversary Edition. I have the jets on one side that don't work a full pressure when the filter is in. When you take the filter out, it works fine. I have cleaned the filter with cartridge cleaner. The jets that run off the other side of the spa work fine all the time.
Any idea what my problem might be?
