Freshwater III, IQ2020, flashing Water Care symbol

I inherited a Hot Spring Sovereign with a recent house purchase, and it includes a Freshwater III ozone system. The ozonator *appears* to work:

- when plugged in, emits a slight buzz
- noeprene tubing in good shape
- bubbles from bottom of tub when jets off
- I *think* I smell ozone, although I'm not sure

However, the "Water Care" symbol on the LED display was missing. Found that a critter had chewed through the gray wire running to the IQ2020 control panel. So I cut off the chewed area, twisted the red/black/white wires inside the gray wire back together, plugged it into control panel, turned off and restarted spa.

Now, Water Care light comes on for about 5 seconds, then begins to blink. As soon as it starts blinking, it cuts power to the ozonator - no buzzing, no bubbles. If I restart again without gray IQ2020 connection (just power), it again seems to work.

Does anyone know why this might be happening? What are the common reasons the Water Care symbol tends to blink on the Soveriegn control panel?

Other notes that might matter:
- When first looked at spa, there were no bubbles. Unplugging tube from ozonator (so to let normal air through) resulted in bubbles. Found that tube was not running above water line (and no hartford loop) and check valve had failed, so water backed up to ozonator when tub was turned off. Now line goes above water line.

- Opened ozonator to find some rust on metal components, which I removed. Also cleaned inside air inlet tube to make sure proper air flow was available.
