sub panel for 2001 Grandee

I purchased a 2001 grandee the other day and I did not get the sub panel that the owners manual says it comes with. My question is on the 20 amp side it appears as though it shoud have a double pole 20 amp gfci to run the heater. The box the electrician put in is only a single pole 20 amp gfci and it appears to be missing a wire on lug 4 of the spa. Please help.
