If my memory serves me correctly, the 1996 Cameo does not have a circ pump (I guess I'm too lazy to go out to my truck in this pouring rain and grab the technical books to verify this). I'm pretty sure that pump #1 is turned onto low speed in order to circulate water through the heater. Whether you have a circ pump or not is really immaterial to the problem at hand. For whatever reason, water is not flowing through the heater circuit when the electronics expects water flow. The flow switch is detecting this lack of flow. You must determine whether you have power going to the pump that circulates water through the heater. If power is present, you have a bad motor. If not present, either you have a problem with a sensor or the board.
