Cameo 1996 OH and FLO indications

I came back from work today and found out that the hottub was running an "OH" indication was displayed. The set temperature was 101 but the temperature of the hottub was 97. What's happening. So I turned off the power, then upon re-energizing, "FLO" indication came on. The only way I can get some type of flow is to start a cleaning cycle, which take the circulating pump out of the loop. Anyway, any inputs at this time would be greatly appreciated.
