Roger's right. Municipal water is almost as chlorinted as your tub. The levels of chlorine found in your tub won't to any damage to your plants but it will slowly damage your soil life (beneficial bacteria and fungi).
If your soil is regularly treated with pesticides (weed killer, grub killer, you name it) then your soil is already pretty 'dead' but if you're trying to keep a veggie garden going and you don't want to use all those 'killers' then you probably should avoid killing your soil life by using chlorinated water there.
