The jets are probably just shut off. Try turning the outer housing in the water. It may take some elbow grease. I had sand collected in one of mine and had to use a wrench to free it up.

There should be a tab on the inside of the housing between the jet and the jet wall. You can lift the tab up and pull out the entire housing to clean them. Again, if there is sand buildup, it'll be a pain to get out.
