Sounds to me like you have problems with the line side in addition to problems at the tub. I am hamstrung by the fact that you did not provide any information about the tub (make,model,yr of mfg, etc), but can assume for now that it is one of the Watkins tubs (Hot Springs, Caldera, etc) because they generally wire up this way.

Watkins tubs with a single jet pump will utilize a 6 kW heater. The heater should be wired to the 30 amp breaker, and the controls and motor should be wired to the 20 amp breaker. The tubs with 2 jet pumps will have a 4 kW heater instead. These tubs reverse the breaker arrangement. The 20 amp feeds the heater circuit and the 30 amp feeds the motors and controls.

Start with that and also be sure your tub is wired correctly to the electrical supply.
